Vendor Tranisition Briefing

The Maryland-National Capital Park and Planning Commission recently initiated an extensive internal review of independent contractors hired to provide instructional and other program services for parks and recreation functions in both Montgomery and Prince George’s Counties.

Based on the evaluation completed this far, the Prince George’s County Department of Parks and Recreation and the Montgomery County Department of Parks are beginning a process that will transition a number of individuals who currently provide instruction and other recreational services from “independent contractor” status to “seasonal employee” status. At this time, it has not been determined exactly which individuals will be affected, but we expect the transition date to begin on or before December 1, 2015.

Whether our recreation instructors are employees or work for a company that provides services to us, we value and appreciate everyone who helps us provide excellent parks and recreation experiences to our county residents and visitors. We are working to complete this transition with as little disruption to our operations--and to the public we serve--as possible. During this period, program development and marketing of classes should continue as usual.

This change in long-standing practices and policy is prompted by the following reasons:
  • Developing a consistent structure to compensate service providers
  • Aligning the Commission’s employment system with local governments in the area
  • Enhancing compliance with tax regulations
