PROJECT DESCRIPTION

Countywide Green Infrastructure Functional Master Plan imageThe Prince George’s County Planning Department of The Maryland-National Capital Park and Planning Commission (M-NCPPC) has developed a Countywide Green Infrastructure Plan. The General Plan recommends that a Countywide Green Infrastructure Plan be prepared as a functional master plan to preserve designated green infrastructure elements and reflect the desired development pattern in the General Plan. The goal of the Countywide Green Infrastructure Plan is to identify existing green infrastructure elements throughout the county and propose conservation mechanisms to preserve, protect and enhance these elements.

Green infrastructure is defined as an interconnected network of waterways, wetlands, woodlands, wildlife habitats and other natural areas of countywide significance. The Countywide Green Infrastructure Plan consists of text describing goals, objectives and policies for implementation and maps showing the identified elements of the green infrastructure which include regulated areas, evaluation areas and gap areas.

Progress to Date: On September 17, 2002, the County Council approved CR-52-2002, initiating the Countywide Green Infrastructure Plan. On May 8, 2003, the Planning Board held a public forum to obtain testimony on the issues to be included in the plan. The goals, concepts, guidelines and public participation process were approved by the County Council on July 27, 2003. Focus groups were formed in October 2003 and the Focus Group input process was conducted from October through December 2003. A plan review group meeting was held on May 11, 2004. The Preliminary Countywide Green Infrastructure Plan was drafted between July and October 2004. On November 18, 2004, the Planning Board granted permission to print the preliminary plan and distribute the plan for comments. The County Council and Planning Board held a joint public hearing on the preliminary plan on January 26, 2005. A transcript analysis was prepared to summarize public testimony and staff analysis of testimony received. The preliminary plan was modified in response to public testimony, and the Planning Board adopted the modified plan on March 31, 2005 via Resolution PGCPB No. 05-79. In Council Resolution CR-44-2005, the County Council approved the plan with no modifications to the Planning Board's recommended amendments.

INFORMATION BROCHURE
The information brochure was produced for the public forum held May 8, 2003. The purpose was threefold:

  • To inform the general public about the initiation of the functional master plan.
  • To provide background information and preliminary issues identified for the preparation of the Countywide Green Infrastructure Plan
  • To solicit ideas and comments from the stakeholders on all issues that should be addressed in the goals, concepts and guidelines document to be prepared and presented to the Planning Board and District Council for approval.

FOCUS GROUPS

focus group imageThe Public Participation Program for the Green Infrastructure Plan included the formation of focus groups of individuals that represented specific stakeholder groups, followed by a plan review group meeting with the same participants commenting on proposed plan scenarios. The focus groups were formed and the meetings were held from October through December 2003.
