The
Prince George’s County Planning Department
of The Maryland-National Capital Park and Planning
Commission (M-NCPPC) has been directed by the
Prince George’s County Council to develop
a sector plan and a concurrent sectional map
amendment (SMA) for the East Glenn Dale Area
in Planning Area 70. The new sector plan and
SMA will amend the 1993 Approved Master Plan
and SMA for Glenn Dale-Seabrook-Lanham and
Vicinity and the 2002
Prince George’s County Approved General
Plan.
The
Prince George's County Council initiated the
East Glenn Dale Area sector plan and sectional
map amendment on October 25, 2004, to address
development issues that affect the East Glen
Dale Area. This community contains primarily
single-family detached homes. Traffic on local
roads has been a major issue for this community.
Also, the community wants to have the protection
of existing residential character and open
space.
The
goal of the sector plan is to implement the
2002 Prince George’s County Approved
General Plan and formulate community-based
goals, strategies and actions that address
development
issues within the sector planning area.
The
sector plan area (see map below) is part
of the Glenn Dale-Seabrook-Lanham Planning
Area 70 and is bounded on the north
by Good Luck
Road, on the east by Springfield Road and Hillmeade
Road, on the south by Daisy Lane, and on the
west by Glenn Dale Boulevard (MD 193). The
sector plan area abuts Bowie Planning
Areas 71a and 71b to the east and the
Beltsville Agricutural Research Center/Patuxent
Wildlife
Research Center Planning Area
64 to the north. The sector plan process may
go beyond these geographic boundaries and consider
areawide issues, such as floodplain, wetlands,
transportation and trails.
The
Prince George’s County Planning Board
held a public forum on Thursday, January 13,
2005. The forum was an open meeting where
the public had an opportunity to provide comments
regarding issues identified in the information
brochure or other planning issues affecting
the area.
Staff synthesized the public testimony and
written comments
and prepared the Preliminary Goals, Concepts,
Guidelines, and Proposed Public Participation
Program for the Planning Board review and
endorsement.
On February 17, 2005, the Planning Board
reviewed and transmitted the Preliminary
Goals, Concepts, Guidelines, and Proposed
Public Participation Program to the District
Council. On February 22, 2005, the District
Council reviewed and approved the recommendations
of the Planning Board on the Goals, Concepts,
Guidelines, and Public Participation Program
for the East Glenn Dale Sector Plan and SMA.
The
approved Public Participation Program consists
of three community planning
visioning
workshops. The first
planning workshop focusing
on the Prospect Hill Road Community was held
on March 9, 2005 and the second
workshop, focusing on the Northern
Avenue Community, was held on March 16, 2005.
The
third workshop, a wrap-up session,
was held on April 6, 2005. The results of
these three workshops are displayed under
the bullet of “Planning Workshops Results”.
A joint Planning Board and District Council
public hearing on the preliminary plan and
proposed sectional map amendment was held
on July 25, 2005, at the County Administrative
Building,
Upper Marlboro,
MD. Copies of the preliminary
sector plan are available free

The Planning Board held a worksession on
October 6, 2005 to review all verbal and written
testimonies.

On
October 27, 2005, the Planning Board adopted
the sector plan and endorsed the sectional
map amendment. The
Planning Board transmitted
the adopted sector plan to the District
Council on November 9, 2005. The
District Council held a worksession
on the adopted sector plan, on November
22, 2005. The District Council adopted
a resolution CR-89-2005 to propose amendments
to the SMA on November 29, 2005. The District
Council proposed additional Amendments
and adopted
CR-12-2006 on
February 7, 2006, which replaces CR-89-2005.
The District Council and the Planning Board
held the second joint public hearing
on
March 21, 2006. On March 28,
2006, the District
Council approved the
Sector Plan and SMA for East Glendale Area
by Resolution
No. CR-23-2006 DR-2. The zoning
