Planning Assistance to Municipalities and Communities Program
Goal:

Develop a conceptual plan to assist the City of Hyattsville in developing an identity through outdoor art, streetscape elements, and associated design elements.

Objective(s):

Complement the Arts District designation of Hyattsville and support associated development including, but not limited to, work/life art studio space, West Hyattsville Metro Station Transit-Oriented Development, Magruder Park Community Center, and the Hyattsville Historic District.

Prepare a conceptual plan to address:

  • Entry design elements at the intersection of Hamilton Street/Jefferson Street (to be determined by town consensus) and Baltimore Avenue
  • Streetscape elements throughout the designated Artway that lend consistency and identification to the City of Hyattsville
  • Opportunities to highlight and display locally generated art in the community of Hyattsville
  • Identification of Magruder Park entry and community center
  • Safe and attractive pedestrian access easements in conjunction with the City of Hyattsville, State Highway Administration, and the county Department of Public Works and Transportation jurisdiction of designated street Right-Of-Ways
  • Provision of the City of Hyattsville identity and destination status as part of the Gateway Arts District.

Status:

Staff presented draft concept to the Hyattsville Planning Committee on May 2, 2006 for review and comment. Changes were made to the Magruder Park segment to reflect feedback from this presentation. Staff presented the preliminary draft concept to Hyattsville City Council and the community on June 5, 2006. Changes to include bike lanes and redirect the Artway route along Gallatin Street were made and the preliminary draft was distributed to council at the June 19, 2006 meeting for comment. Council acted on the draft concept at the July 10, 2006 meeting and approved with conditions:

  1. Artway North should follow Jefferson Street beginning at Baltimore Avenue, connect to 40th Avenue, continuing on to Hamilton Street at the five-point intersection at Magruder Park.
  2. Artway North concept plan should recommend narrowing travel lane width where possible.
  3. Edge of park along Hamilton Street could be defined with vegetation only.
  4. Emphasis bike lane where possible.
  5. Lighting recommendations should be consistent with dark skies principles.

Staff has made these changes and will present the Artway North concept plan to thePrince George’s County Planning Board for approval on July 27, 2006.
