In mid-January 2006, the Prince George's County Planning Board and the Prince George's County District Council directed M-NCPPC staff to prepare a sector plan and sectional map amendment (SMA) with written and mapped recommendations addressing appropriate elements in the county's General Plan, such as land use and development patterns, environmental infrastructure, the park system, transportation systems, public facilities, urban design, historic preservation and implementation for the Westphalia area: Ritchie Marlboro Road to the north and east, the Capital Beltway to the west, and Pennsylvania Avenue (MD 4) to the south. The sector plan area falls within a portion of Planning Area 78.
