The study will identify planning and land development issues for an area that comprises the commercial core of Accokeek, generally located on the east side of Indian Head Highway (MD 210) between Livingston Road (MD 373) and MD 228. A consultant will facilitate a stakeholder workshop that will explore land use issues and relationships. The purpose of the study is to build consensus for future development of this important area. The consultant will prepare a report with recommendations for future planning and development concepts. This study was requested by the Accokeek Development Review District Commission and was completed in March 2003.

The consultant delivered a final report in February that documents planning issues, property owner and community perspectives, and describes potential land use relationships and development concepts. The report describes concepts to shape development proposals that are sensitive to the rural and village character that has defined Accokeek. It is not a substitute for the master plan, but may help to generate ideas and build consensus among the community stakeholders about how the master plan recommendations for employment and mixed-use development might be realized in the context of the Accokeek community. The Planning Board reviewed the consultant’s report in March and it was subsequently distributed to the Accokeek Development Review District Commission, who requested the study, and interested members of the community who attended the workshop or have requested a copy.

As follow-up activity, Planning Department staff has met with major landowners in the primary study area (at their request) to discuss internal circulation and road design issues referenced in the consultant report. These discussions led to agreement for a tentative redesign of the internal road network that differs somewhat from the standard collector road system described in the master plan for this area. The revised internal road concepts will serve as a working design for the foreseeable future, depending on how future land use evolves in this area. It is intended that the revised road design concepts will be formalized during the update to the countywide Master Plan of Transportation, now in progress.
