PROJECT DESCRIPTION

   

This project will produce an economic development strategy for that portion of the Annapolis Road (MD 450) corridor between the Baltimore-Washington Parkway and the Capital Beltway. Sections of the corridor are included within the City of New Carrollton and the Town of Landover Hills.

The Annapolis Road Corridor study area is in the county's Developed Tier and is one of seven Corridors recommended for more intensive development and redevelopment as designated in the 2002 Prince George's County General Plan. The New Carrollton Metro Station is located approximately one-half mile from Annapolis Road and is designated a Metropolitan Center. General Plan policies in the Developed Tier call for more intensive development at designated Centers (within one-half to two-thirds of a mile from the station) and at Corridor Nodes (major intersections or major existing development). New development at Centers and Corridor Nodes should be transit-oriented and include a mix of uses. Orientation to bus and Metrorail (New Carrollton Station) as well as proposed light rail (Purple Line) are important elements for future development concepts. By designating Annapolis Road as a Corridor and the New Carrollton Metro Station as a Center, the General Plan recognizes a unique opportunity to attract economic development, capitalize on investments in mass transit (bus and rail), and provide opportunities for mixed-use, transit-oriented development. This section of Annapolis Road is also a state-designated Smart Growth area.

This planning study will produce a profile of the study area, identify business and real estate opportunities and constraints, propose an economic development strategy consistent with General Plan concepts, and recommend an action program to achieve short- and long-range opportunities. Public outreach (including business, civic and municipal interests) will be part of the planning study to solicit community issues and concerns regarding land use and economic development. Planning consultants will be engaged to conduct the planning study and public outreach.

This study generally focuses on commercial and residential properties located along the three-mile segment of Annapolis Road (MD 450) located between the Baltimore-Washington Parkway and the Capital Beltway.


PROJECT MILESTONE, SCHEDULE AND TIMELINE

FY 2003 - 4th Quarter (April – June 2003)
  • Interviewed three finalist respondents to RFP #P23-185 and selected consultant firm to conduct the study.

  • Executed final contract May 2003; consultants initiated work June 2003

  • Consultants evaluate area, begin preliminary assessment of issues, and begin community outreach to Bladensburg, Cheverly, Landover Hills, and New Carrollton areas. (June 2003)

FY 2004 – 1st Quarter (July – September 2003)
  • Consultants continue community outreach (stakeholder interviews); hold initial community meeting to present initial issues assessment and solicit community response.

  • First community workshop held to present initial findings and solicit community input on existing conditions, corridor assets, liabilities, and issues. (Workshop held July 23, 2003)

  • Second community meeting to review market findings and preliminary development strategy, and to solicit community feedback. (Workshop held September 3, 2003)

FY 2004 – 2nd Quarter (October – December 2003)
FY 2004 – 3rd Quarter (January - March 2004)
  • Final community meeting held to solicit input for final report. (Workshop held October 9, 2003)
  • Consultants prepare draft report including assessment of issues, development opportunities and constraints, economic development strategies, and proposed implementation steps. (Draft report submitted October 14-15, 2003)
  • Consultants complete study and submit final report. (Final report submitted November 15, 2003)
  • Consultants make final presentation to Planning Board and District Council. (Planning Board presentation made on December 4, 2003. Presentation to the District Council is scheduled for February 18, 2004.)

March 2004
The Annapolis Road Corridor Study has been completed. Final presentation of the study report was made before the District Council (Planning, Zoning & Economic Development Committee) on February 18, 2004. M-NCPPC will continue to coordinate with other public agencies, elected officials, and civic organizations in conducting follow-up planning designed to help implement the strategies and other public/private actions recommended in the report.


February 2004
The Annapolis Road Corridor Study will be presented to the District Council on February 18, 2004. This event will mark M-NCPPC’s completion of the Annapolis Road Corridor Study project.

January 2004
Staff is currently coordinating with District Council staff to schedule a date for final presentation of the Annapolis Road Corridor Study before the Council. The report is tentatively expected to be presented to the District Council in February 2004.
