The Planning Area 68 Master Plan , approved in 1994, recognizes the concentration of artists' residences and studios in the lower US 1 corridor as a community asset. Recently, the State of Maryland designated this area as the Prince George's County Gateway Arts and Entertainment District. The Redevelopment Authority of Prince George's County, in partnership with the Gateway Community Development Corporation (CDC) and Artspace, Inc., will locate four arts-related projects within the lower US 1 corridor. These will anchor arts-related development in the area. The Gateway CDC and Hyattsville CDC also coordinate programs that use the arts to promote the redevelopment of the lower US 1 corridor. The Prince George's County Council strongly supports the creation of an arts district; it directed the Planning Department to conduct a planning study of the area in 2000.

The resultant Prince George's County Gateway Arts District Planning Study recommended the preparation of a sector plan and sectional map amendment (SMA) to address issues identified by Planning Department staff and stakeholders in the area. The issues identified by the study include maintaining and enhancing a sense of place, developing appropriate zoning and design standards that allow for and encourage artists to live in the area and engage in arts-related activities, and improving pedestrian and vehicular transportation. Other issues included coordinating the various government, non-profit and arts related entities interested in the area, designating and addressing undesirable activities and negative characteristics, assuring community support and avoiding the negative effects of gentrification. The plan will seek to maximize the economic benefits that may result from the anchor projects, the designation of an arts and entertainment district and other initiatives.

The Prince George's County Gateway Arts District Sector Plan and Sectional Map Amendment (SMA) process was initiated in February 2002. The Prince George's County Planning Board held a public forum on April 1, 2002. The public forum information brochure provides background information, a vision statement, the issues to be addressed, and the proposed public participation program.

The Prince George's County Planning Board approved the project's Public Participation Program in May 2002. The Prince George's County Council subsequently endorsed it. The Public Participation Program consisted of four community events: an imaging and activities workshop held on June 20, 2002, a design charrette held on July 20, 2002 a follow-up workshop held with the community on October 8, 2002 and a development community roundtable discussion session held on November 8, 2002. In addition, the Gateway Arts District Sector Plan Team kept the community informed of the progress of the plan through posters, articles in newsletters and updates at municipal meetings.

On November 8, 2002, Councilman Shapiro and the Gateway Arts District Sector Plan staff team held a roundtable session with developers in Hyattsville. About 15 local and regional developers participated. Many excellent suggestions and ideas about the arts district were discussed. The information collected in the session was useful in the preparation of the sector plan.

In December 2003, the staff team completed a draft preliminary sector and proposed sectional map amendment. The Planning Board grated permission to print this preliminary plan on December 11, 2003. A joint public hearing of the Planning Board and the District Council was held on Tuesday, April 13, 2004.
The hearing record was closed on April 28, 2004. The Planning Board held a worksession to review and discuss the hearing transcript analysis and staff recommendation on on July 15, 2004. the Planning Board adopted the Plan and SMA on September 9, 2004. The District Council held a work session on November 9, 2004 and approved the Plan and SMA on November 30, 2004. On January 24, 2005, the District Council adopted a resolution CR-2-2005, as an SMA revisory petition for the Gateway Arts District Sector Plan and SMA per Section 27-228(b) of the Zoning Ordinance. On March 8, 2005, the District Council adopted a resolution CR-3-2005 for the purpose of revising the SMA to provide for variances to owners of single-family dwellings - an authorization mistakenly omitted from the Gateway Arts District Development District Standards. A text amendment, CB-15-2005, was drafted to amend Section 27-229 (a)(19), to grant the Board of Appeals jurisdiction to hear and decide appeals involving variances in the Development District Overlay Zone. It was recommended favorably by the District Council Planning, Zoning and Economic Development Committee on April 6, 2005. This bill is expected to take effect in June 2005.

The preliminary sector plan and proposed sectional map amendment for the Prince George's County Gateway Arts District is now online on this website at http://www.mncppc.org/cpd/gatewayplan.htm until the final plan is published, the approved plan consists of the preliminary plan, PGCPB No. 04-119 and CR-78-2004. The final plan is expected to be printed in September 2006. A poster with English and Spanish descriptions of the plan highlights is now available.
