The study area boundary includes all of Planning Areas 71A, 71B, 74A and 74B contained within the 1991 Approved Bowie-Collington-Mitchellville and Vicinity Master Plan.

PROJECT GOALS, CONCEPTS, ISSUES & PUBLIC PARTICIPATION PROGRAM TOP
 

The Approved Goals, Concepts, Issues and Public Participation program for the Bowie and Vicinity Master Plan and Sectional Map Amendment, September 30, 2003, identify the primary issues to be addressed during the planning process. On May 4, 2004, the District Council amended the approved goals and concepts by directing in Council Resolution (CR-19-2004), that the issue of determining the need for proposed arterial highways A-44 and A-58, including the need for extension of a public transportation facility (PT-1) into the planning area be deleted.


PUBLIC INFORMATION BROCHURE/PUBLIC FORUM   TOP
 

Bowie and Vicinity Master Plan and Sectional Map Amendment Public Forum Information Brochure/May 2003 provides planning background infromation and identifies initial planning issues and challenges. The information brochure was made available to the public prior to the June 5, 2003 Public Forum.

Public Forum Testimony
A summary of the oral and written Public Forum Testimony arranged by General Plan Element captures the primary concerns expressed by the public at the beginning of the planning process. The approved Goals, Concepts, Issues and Public Participation Program is based on issues identified in the Public Forum Information Brochure and issues raised during the June 5, 2003 public forum.


PLAN PREPARATION FOCUS GROUPS   TOP
 
In September 2004, four focus groups were formed to assist staff in identifying planning issues, researching solutions, and evaluating the type and quality of information, data and analysis needed to address the issues. Results will be used to inform the community-wide planning charrette.

RURAL TIER FOCUS GROUP
This focus group studied issues pertinent to the Rural Tier area, located generally east of US 301. A separate page for the Rural Tier Focus Group has been set up here. The results of the January 2003 Central Patuxent River - Special Area Planning Study provide background for the planning issues in the Rural Tier. Additionally, the Spring 2004 University of Maryland graduate students prepared a report entitled "Planning Studio Course".

OLD TOWN BOWIE FOCUS GROUP
The Old Town Bowie Focus Group studied issues that primarily affect the historic commercial core and surrounding residential neighborhoods located in Old Town Bowie (Huntington). Further information on this focus group can be found here.

DEVELOPING TIER FOCUS GROUP
This focus group explored planning issues in the rapidly developing portions of the planning area generally west of US 301. This area includes Old Town Bowie and the Bowie Regional Center.

BOWIE REGIONAL CENTER FOCUS GROUP
This focus group examined economic development and land use issues in the planning area’s core employment center in three quadrants of the US 301/50 interchange and the Bowie New Town Center area.

Testimony received at the May 17, 2005 Joint Public Hearing on the preliminary master plan and proposed sectional map amendment is summarized and discussed in the Revised Transcript Analysis. This document was addressed at the July 14, 2005 Planning Board work session and transmitted to the District Council on September 9, 2005 along with the adopted plan and endorsed SMA.

ADOPTED MASTER PLAN AND ENDORSED SECTIONAL MAP AMENDMENT FOR BOWIE AND VICINITY - JULY 28, 2005   TOP
 

On July 28, 2005, the Prince George’s County Planning Board adopted the master plan and endorsed the sectional map amendment for Bowie and vicinity. The resolution of adoption (PGCPB Resolution No. 05-169) details the Planning Board’s additions, deletions and revisions of the plan and SMA. The adopted plan and endorsed SMA consists of the preliminary plan and proposed SMA in conjunction with this resolution.


ADDITIONAL PUBLIC HEARINGS   TOP
 

The District Council held work sessions on the adopted plan and endorsed SMA on September 20, 2005 and October 18, 2005. A number of changes were proposed to the plan text and zoning map. On October 25, 2005 the District Council adopted CR-77-2005 establishing that a second Joint Public Hearing would be held on the amendments described in that resolution. This hearing was held on November 22, 2005. On November 29, 2005 the District Council adopted CR-90-2005, approving the plan and SMA. At a work session on November 29, 2005 the District Council determined, after discussion, that questions had been raised about the sufficiency of the notice prior to the hearing on November 22, 2005. The District Council decided, in order to address these and related questions, and to assure citizens and property owners that the master plan and SMA had been properly adopted and approved, in accordance with all requirements of law, that the master plan and SMA would be readvertised, given further public notice, and reviewed in an additional public hearing. On December 6, 2005 the District Council reconsidered and adopted CR-1-2006 establishing that a third Joint Public Hearing would be held. CR-1-2006 describes the amendments that will be the subject of the Joint Public Hearing held on January 31, 2006.


APPROVED MASTER PLAN AND SECTIONAL MAP AMENDMENT FOR BOWIE AND VICINITY - FEBRUARY 7, 2006   TOP
 

On February 7, 2006, the Prince George's County Council sitting as the District Council, adopted CR-11-2006, which approved the Bowie and Vicinity Master Plan and SMA. This new plan and zoning replaces the 1991 Bowie-Collington-Mitchellville and Vicinity Master Plan and SMA. The entire approved plan and SMA is contained in three documents: Preliminary Master Plan and Proposed Sectional Map Amendment, the resolution of adoption (PGCPB Resolution No. 05-169) and the final District Council resolution of approval (CR-11-2006).
