The Maryland-National Capital Park and Planning Commission (M-NCPPC) Prince George’s County Planning Department is preparing an overall development plan and implementation strategy for the two-square-mile Central Avenue Corridor Study Area inside the Capital Beltway (I-95). The County also wishes to develop a Transit District Development Plan and Transit District Overlay Zone (TDDP/TDOZ) for the Capitol Heights Metrorail Station area. Finally, the county wishes to develop a public facilities development plan and strategy for the six-square-mile Greater Central Avenue Study Area. The recommendations contained within these three documents will help to implement the 2002 General Plan by guiding growth and development, along with phased public facilities, in the Greater Central Avenue Study Area.

The Central Avenue corridor contains three Metrorail stations along the Blue Line: Capitol Heights, Addison Road, and Morgan Boulevard. The 2002 Prince George's County General Plan designates the Capitol Heights and Addison Road Metro areas as Community Centers. The General Plan designates the Morgan Boulevard Metro area as a Regional Center.

The county has not prepared a plan for the area around the Capitol Heights Metro Station. No development has occurred near the station on the Maryland side of the District line.

New residential development is beginning to occur at a number of locations within the Greater Central Avenue Study Area. This includes several projects that are “in the pipeline” (under review for approvals). Additional development is planned to occur in the future. The county wishes to ensure that development near the Metro stations capitalizes on their proximity. It also wants new development elsewhere within the greater Central Avenue area to help create attractive pedestrian- and transit-oriented places. Finally, the county wants to ensure that public facilities needed to serve this development are financed and constructed in a timely fashion.

The Capitol Heights Metro Study Area includes properties that are generally within ½ mile of the Capitol Heights Metro Station and located within Maryland. The study area is shown on the map below.

The Central Avenue Corridor Study Area generally includes properties within 1,500 feet of the centerline of Central Avenue (MD 214) between the District line and the Capital Beltway (I-95). The study area is delineated on the map below.

The Greater Central Avenue Study Area is bounded by Sheriff Road, Brightseat Road, Landover Road (MD 202), Capital Beltway (I-95), Ritchie Marlboro Road, Walker Mill Road, Marlboro Pike, and the District line. The study area is delineated on the map below.

Capitol Heights TDDP/TDOZ
The Preliminary Capitol Heights TDDP/TDOZ was released for public review on August 2, 2007.  The initial joint public hearing before the Planning Board and District Council is scheduled for October 9, 2007 at 7:00 p.m.  The public hearing will take place at the County Administration Building (Council Chambers) at 14741 Governor Oden Bowie Drive, Upper Marlboro, MD.

Central Avenue Corridor Study
M-NCPPC has released copies of the final Central Avenue TOD Corridor Development Strategy Report to the public.  Copies of the final report are available at the Information Counter, County Administration Building (ground floor) in Upper Marlboro, MD.

Public Facilities Implementation Planning
The consultant completed the final draft Greater Central Avenue Public Facilities Implementation Plan in July 2007.  The completed plan will be presented to the Planning Board on October 4, 2007.
