This program activity will make recommendations for new gateway signage at three locations along the Martin Luther King, Jr., Highway (MD 704) corridor between Eastern Avenue, NE (District of Columbia) and the Capital Beltway
(I-95/I-495). The three proposed locations for new gateway signage are: (1) the village activity center for the City of Seat Pleasant at Eastern Avenue and
MD 704, (2) the neighborhood activity center for the City of Glenarden at Glenarden Parkway and MD 704, and (3) the village activity center at Belle Haven Drive and MD 704 (see the project boundary map below).

This study is being undertaken under the Planning Assistance to Municipalities and Communities Program (PAMC) at the request of the City of Seat Pleasant and the City of Glenarden.

The 7½-mile Martin Luther King, Jr., Highway corridor is heavily commercialized and has a history of problems with vacant businesses, underutilized space and maintenance deficiencies. Further, the commercial development is in a “strip” form that is characterized by numerous curb cuts, unscreened parking lots, inadequate buffering between the businesses and adjacent residences, inadequate or nonexistent sidewalks, and other problems.

Seat Pleasant and Glenarden’s mutual long-term goal is to revitalize the Martin Luther King, Jr., Highway corridor between the two municipalities. Their short-term goal is to construct new gateway signage to help establish a new identity for the corridor and show visible improvement along this important highway. In the future, the two municipalities expect to ask for planning assistance to review prior plans and studies and prepare a new development plan for the corridor.

This study generally focuses on:

(2) the neighborhood activity center for the City of Glenarden at Glenarden Parkway and MD 704, and

FY 2003 - 4th Quarter (April – June 2003)

  • Planning Department approves request for design assistance to Seat Pleasant and Glenarden under the Planning Assistance to Municipalities and Communities Program (PAMC). (Completed May 8, 2003)
  • Consultants evaluate area; meet with key stakeholders including public officials and civic/business representatives from Seat Pleasant and Glenarden areas; and begin preparing preliminary design concepts.

FY 2004 – 1st Quarter (July – September 2003)

  • Consultants complete and present design concepts for review and approval by client community and M-NCPPC. (Presentation made in Seat Pleasant on July 15, 2003)
  • Consultants prepare preliminary signage schematics and cost estimates. (August 2003)
  • Consultants prepare final design concepts and cost estimates, and make recommendations for placement. (September 2003)
  • Final meeting with M-NCPPC and client community to present final design concepts and cost estimates. (Meeting held September 25, 2003)

FY 2004 – 2nd Quarter (October – December 2003)
FY 2004 – 3rd Quarter (January – March 2004)

  • Consultants prepare and submit final draft construction documents and cost estimates to M-NCPPC. (Final draft construction documents received December 11, 2003)
  • Consultants present final draft construction documents and cost estimates to Planning Board and District Council. (Final draft construction drawings and cost estimates were submitted to M-NCPPC February 8, 2004. A final report will be submitted to the Planning Board by the end of March 2004.)

March 2004 - The consultants submitted the revised final draft construction drawings and cost estimates to M-NCPPC on February 8, 2004. The final draft construction drawings and cost estimates were submitted to the Planning Board on March 17, 2004.

February 2004 - The consultants submitted the revised final draft construction drawings and cost estimates to M-NCPPC on February 8, 2004. No date has been set for presentation to the Planning Board.

January 2004 - M-NCPPC reviewed the final draft construction documents and cost estimates submitted by RBA in December and requested revisions to the documents. RBA is scheduled to submit the revised final draft construction drawings and cost estimates in late January 2004. The gateway signage project will be presented to the Planning Board in February 2004.

October 2003 - RBA presented its final design options and cost estimates for the Martin Luther King, Jr. Highway gateway signs to M-NCPPC, Seat Pleasant, Glenarden, and other community representatives on September 25, 2003. RBA will prepare and submit final construction documents and cost estimates to M-NCPPC for approval in December 2003. The gateway signage project is currently scheduled to be presented to the Planning Board on December 18, 2003. The District Council will be briefed on the project in January 2004.

September 2003 -
RBA Group presented its final design options and cost estimates for the Martin Luther King, Jr. Highway gateway signs to M-NCPPC, Seat Pleasant, Glenarden, and other community representatives on August 21, 2003. Community representatives submitted their sign design preferences in writing to M-NCPPC in early September 2003. RBA will prepare and present final construction documents and cost estimates at a final meeting with M-NCPPC and the client community in late September.

July 2003
- RBA Group presented preliminary design concepts for review and approval by M-NCPPC and the towns of Seat Pleasant and Glenarden on July 15, 2003. Two basic concepts were presented for discussion. They differed primarily in the materials used for their construction (one concept envisioned stone and brick construction; the other featured metalwork). Seat Pleasant scheduled a follow-up meeting with the utility companies to discuss possible relocation of a utility pole from the town’s preferred sign site. The meeting was held July 30, 2003.

M-NCPPC met with State Highway Administration (SHA) representatives at the SHA District 3 (Greenbelt) office to discuss general design constraints for any gateway signs erected in state right-of-ways. This meeting occurred July 31, 2003. Based on this meeting, M-NCPPC was able to provide additional guidance to RBA in narrowing its design focus to a single general concept for the gateway signs along Martin Luther King, Jr. Highway (MD 704).

RBA will complete its preliminary design and cost estimates for the gateway signs in August 2003. This work will be presented to M-NCPPC, Seat Pleasant, Glenarden, and other community representatives on August 21, 2003.

June 2003 - M-NCPPC met with Glenarden officials during June for a follow-up site visit. It also extended the contract with RBA Group to allow it to complete the study by December 2003. M-NCPPC met with Seat Pleasant and Glenarden officials in June 2003 to discuss strategies for community outreach. RBA is scheduled to present preliminary design concepts for review and approval in July 2003. RBA is also expected to complete preliminary siting and design work by the end of July 2003.

May 2003 - M-NCPPC met with the consultants, RBA Group, Inc., and Seat Pleasant officials during May for an initial site visit. RBA Group is performing this study under an ongoing contract with the of Prince George’s County. M-NCPPC will meet with Seat Pleasant and Glenarden officials in June to discuss strategies for community outreach. RBA is scheduled to complete preliminary siting and design work by the end of June 2003.

December 2003 - RBA submitted final construction documents and cost estimates to M-NCPPC for approval December 11, 2003. The gateway signage project will be presented to the Planning Board and County Council in January and February 2004.
