The New Carrollton Transit District Overlay Zone (TDOZ) is located in Planning Area 69 (Bladensburg-New Carrollton and Vicinity) immediately west of the Orange Line Metro/Amtrak/MARC rail alignment. The TDOZ contains approximately 71 acres surrounding the intersection of Harkins and Ellin Roads. The 2002 Prince George’s County Approved General Plan designates the New Carrollton Metro area as a metropolitan center and locates it in the Developed Tier.
The Project
M-NCPPC has hired PB PlaceMaking to assist in updating the New Carrollton TDDP/TDOZ. The updated TDDP will provide detailed development standards and guidelines to help implement the development vision presented in the 2004 New Carrollton Transit-Oriented Development Strategy Planning Study. The expanded TDOZ will include the area bounded by Annapolis Road (MD 450), the Capital Beltway (I-95/I-495), John Hanson Highway (US50), and Veterans Parkway
(MD410). The amended TDOZ will cover approximately 640 acres of land, including a portion of the City of New Carrollton.
PB PlaceMaking and M-NCPPC staff supplied technical and logistic support to the Urban Land Institute (ULI) Technical Assistance Panel (TAP) that was held on the New Carrollton Metro area on July 24-25, 2007. The ULI panel presented recommendations on development concepts and public infrastructure investments with the greatest potential to catalyze future development in the New Carrollton Metro Station area.
