PLANNING BOARD GUIDELINES

The Prince George's County Planning Board has a program to assist local municipalities and communities by offering planning assistance in response to various annually submitted requests. Resource allocation is in the form of staff services needed to complete a project, or a phase of a multi-year project, within each fiscal year. The County Council sets the total amount of assistance available through its annual budget process.

Examples of eligible projects:
1.
Landscaping concept plans for municipal properties
2.
Multidiscipline revitalization studies of commercial areas, including market, transportation, and urban design elements.
3.
Concepts, plans, strategies involving community participation and visioning techniques.
4.
Commercial center revitalization design concept plans.
5.
Projects which further the county's ongoing revitalization strategy.
6.
Storefront facade treatment concepts and follow-up consultation.
7.
Visual assessments and design analysis of streetscapes and commercial corridors.
8.
Street tree planting studies.
9.
Parkway and storm drainage area design improvements.
10.
Municipal park rehabilitation plans.
11.
ADA compliance.
12.
Community trails concept plans.
13.
Research and analysis of demographic, housing, or socio-economic characteristics and trends.
14.
Feasibility studies for small-scale public facilities.
15.
Technical advice and assistance in interpreting and using existing data sources in the preparation of municipal grant applications.
16.
Feasibility studies for the adaptive reuse of surplus schools, including liaison assistance between local communities and county agencies.
17.
Adaptive reuse studies for historic structures and innovative site planning to protect historic sites.
18.
The analysis of Metro ridership, non-auto access to Metro, and local transportation alternatives.
19.
Specific subarea traffic analysis studies (below the level of detail of area plans).
20.
Assistance in the evaluation, reuse, or rezoning of municipal properties or renewal areas.
21.
The potential application for overlay zoning techniques to specific subareas.
22.
Training sessions for municipal officials on the Zoning Ordinance or Subdivision Regulations.
23.
The development of municipal stormwater management systems.
24.
Small problem area drainage studies.
25.
Feasibility studies for lakes or impoundments or other water-oriented amenities.
26.
The preparation of municipal base maps and the mapping of specific municipal information and data upon request.

Guidelines for those who wish to participate in the program:
1.
All requests shall be in writing, and may be submitted by the date specified in the annual program announcement or anytime during the year.
2.
The request should indicate:
What is requested.
Why it is requested.
What benefits might result, and who would be the prime beneficiaries.
Who the local contact will be.
What resources (people and/or money) are available to assist the study and implement the recommendations.
3.
The applicant should be willing to report on follow-up implementation efforts for up to three years after the recommendations have been transmitted.
4.
No jurisdiction can receive more than 20 percent of the yearly appropriation.
