Station Area Vision
The General Plan designates this station area as a Community Center. Community Centers are concentrations of activities, services and land uses that serve the immediate community. These typically include a variety of public facilities and services, integrated commercial, office and residential development, and can include mixed-use and higher intensity redevelopment. The most intensive development should occur in close proximity to the Metro station with less intensive development radiating out to the edges.
Capitol Heights Metrorail Station
- Located at the intersection of Southern Avenue and East Capitol Street at the District of Columbia line.
- The General Plan places this station in the Developed Tier and classifies it as a Communty Center.
- The station area is located within a state-designated enterprise zone, which entitles businesses to property tax credits.
- Access is via CCentral Avenue (MD 214), East Capitol Street (D.C. and Prince George’s County), and Southern Avenue (D.C.)
Summary of Allowable Uses
The land uses planned within one-half mile of the Metro station are commercial, retail, office, ad single-family units. The Capitol Heights TDDP and Endorsed Transit District Overlay ZMA (2008) is the applicable master plan for this Metro station area.

WMATA owns 6.11 acres including the station and parking area. The Town of Capitol Heights owns approximately 10 acres within one-quarter mile of the station.

Neighborhoods
City of Seat Pleasant - The City of Seat Pleasant is adjacent to the eastern corner of the District of Columbia, north of East Capitol Street/Central Avenue.
Carmody Hills-Pepper Mill Village - The unincorporated community of Carmody Hills was platted in the 1930s and is one of several subdivisions constructed in the early - to mid-twentieth century near the City of Seat Pleasant.
Town of Capitol Heights and Vicinity - The neighborhood maintains a sense of place despite its loss of commercial activity. The land around the station has been declared an Enterprise Zone to encourage economic growth and restore prosperity.
Walker Mill-Ritchie - side of Central Avenue and extends westward to the Town of Capitol Heights and eastward to the Capital Beltway.
