Westphalia Sector Plan Implementation
The Placemaking Section worked with Council Member Davis’s office and the Urban Land Institute (ULI) to provide both a TAP (Technical Assistance Panel) and UrbanPlan for the Westphalia Community.

The Westphalia Sector Plan area is approximately 6,000 acres and is situated between the Capital Beltway, Ritchie Marlboro Road, and MD 4 (Pennsylvania Avenue). The 2007 Westphalia Approved Sector Plan and Sectional Map Amendment sets policies to guide future development within the Westphalia Sector Plan area. The plan envisions a unified, well-planned community anchored by a high-density, transit - and pedestrian-oriented urban town center with a mix of high-density residential, mixed commercial and office centers, a retail/lifestyle center, and a future transit location. Upon completion of build-out, Westphalia is estimated to have:
- A population of 45,000
- 11 new public facilities such as schools, police, and fire stations
- 1,850 acres of parks and trails
Technical Assistance Panels (TAPs) provide expert, multidisciplinary advice to public agencies and non-profit organizations facing complex land use and real estate issues in the Washington metropolitan area. Drawing from ULI Washington’s extensive membership base, which includes the region’s most experienced and prestigious real estate professionals, panels to offer objective and responsible advice on a wide variety of land use and real estate issues ranging from site-specific projects to public policy questions.

UrbanPlan is an engaging simulation exercise in which participants—high school students, university students, public officials and community members—learn about the market and non-market forces that shape real estate development in our communities. Participants experience the challenging issues, private and public sector roles, complex trade-offs, and fundamental economics in play when proposing realistic land use solutions to vexing growth challenges.
