M-NCPPC Prince George’s County Planning Director Andree Green Checkley, Esq. Announces Retirement as of May 1, 2023

 

UPPER MARLBORO, MD – Today, Prince George’s County Planning Director Andree Green Checkley, Esq. announced her retirement effective May 1, 2023, after 17 years with The Maryland-National Capital Park and Planning Commission (M-NCPPC). Appointed planning director in January 2017 by the Prince George’s County Planning Board, Ms. Checkley has led the professional staff charged with advising and working with the Planning Board, elected officials, and the community to shape land use planning, zoning, and economic development plans for the County.

 

“It has been an honor to serve the residents of Prince George’s County,” stated Checkley. “I have had the privilege to lead a dynamic, forward-thinking team that has maintained the preservation of environmental resources and historic properties while also propelling growth and development forward in Prince George’s County – even through a pandemic.”

 

Under Ms. Checkley’s leadership, the M-NCPPC Prince George’s County Planning Department accomplished numerous major initiatives including:

 

  • Adoption of the Zoning Ordinance Rewrite in 2018 – a comprehensive rewrite of the County’s Zoning Ordinance and Subdivision Regulations to modernize zoning code and to align with the County’s vision for smart growth, economic development, and improved quality of life for residents
  • Adoption of the Countywide Map Amendment to implement the new zones outlined in the new Zoning Ordinance and Subdivision Regulations 
  • Approval of the 2022 Economic Development Strategic Action Plan for Prince George’s County to identify real estate trends and best practices to increase the County’s share of regional economic growth
  • Approval of the 2022 Cultural Arts Study to establish a vision and recommendations on how the County can build upon, strengthen, and invest in the creativity of its people and develop ideas that define the cultural future of the County
  • Adoption of updates to several master and sector plans for the Bowie-Mitchellville area, Adelphi Road/UMGC-UMD-Purple Line Station, and more
  • Completion of numerous Neighborhood Revitalization Studies and projects under the Planning Assistance to Municipalities and Communities program.

 

“Andree, with her unwavering commitment to strengthening Prince George’s County’s position in a highly competitive region, has greatly contributed to the vision outlined in Plan Prince George’s 2035 – the approved general plan – and the County’s priorities for vibrant transit-oriented development, healthy communities, sustainability, and agricultural protection,” stated Peter A. Shapiro, Chair of the Prince George’s County Planning Board. “The impact of her professional efforts and achievements will benefit Prince George’s County for years to come.”

 

For more than 20 years, Ms. Checkley has made significant professional contributions to Prince George’s County and the region. Prior to her appointment as planning director, Ms. Checkley served six years as County Attorney for Prince George’s County where she led a major overhaul of the Office of Law, managed a staff of 54 professional, including 34 attorneys, and an operating budget of nearly $7 million. Ms. Checkley also served 11 years as M-NCPPC’s Principal Counsel for its legal team in Prince George’s County where she supervised attorneys and professional staff and presided over a specialized unit dealing with the administrative process and litigation related to zoning, planning, and the regulation of real estate development. Her background includes extensive experience in private sector practice and litigating land use cases in Maryland’s trial and appellate courts. 

 

Ms. Checkley holds a Juris Doctor from American University, Washington College of Law. She is a graduate of the 2014 cohort of Leadership Greater Washington. She holds membership in the Urban Land Institute and various legal organizations.

 

About the Prince George’s County Planning Board

The Prince George’s County Planning Board, together with the Montgomery County Planning Board, make up The Maryland-National Capital Park and Planning Commission – a bi-county agency set up under State law in 1927 to acquire, develop, maintain, and administer a regional system of parks and administer a general plan for the physical development of both counties. In Prince George’s County, the agency also administers the public recreation program. The Planning Board’s responsibilities include supervising preparation of land use plans and comprehensive zoning maps, advising the County Council on zoning map amendment and special exception applications, and reviewing and approving site plans.
